With the State Council issuing the “Action Plan for Promoting Large-Scale Equipment Updates and Trade-in of Consumer Goods” (hereinafter referred to as the “Plan”), the update of domestic medical equipment has accelerated.


The “Plan” clarifies that by 2027, the scale of equipment investment in medical and other fields will increase by more than 25% compared with 2023. At the same time, qualified medical institutions are encouraged to speed up the updating and transformation of medical equipment such as medical imaging, radiotherapy, remote diagnosis and treatment, and surgical robots.


As of April 28, Guangdong, Zhejiang, Beijing, Hubei, Shandong, Fujian, Tianjin and other provinces have issued relevant implementation plans, further clarifying the plans and goals for equipment update and trade-in, and launching large-scale medical equipment updates.

Shanxi Province: On April 3, the relevant notice of Shanxi Province proposed to promote the updating and transformation of medical equipment. Promote the renovation and upgrading of hospital wards, focus on the ward environment and facility conditions, and coordinate the renovation and upgrading of space improvement, toilet revolution and safety security.


Shandong Province: On April 8, Shandong Province issued a relevant notice proposing to enhance medical and health service capabilities. Promote the iterative upgrade of equipment and information facilities of medical and health institutions, and encourage qualified medical institutions to speed up the updating and transformation of medical equipment such as medical imaging, radiotherapy, and remote diagnosis and treatment.


Zhejiang Province: On April 9, the Zhejiang Provincial Government issued “Several Measures for Zhejiang Province to Promote Large-Scale Equipment Updating and Trade-in of Consumer Goods” to support the updating of medical equipment and information facilities in public medical and health institutions across the province, with a focus on equipment updating in medical and health institutions at and below the county level. It encourages qualified medical institutions to update old key medical equipment such as medical imaging, remote diagnosis and treatment, surgical robots, and radiotherapy. It also supports the renovation of public hospital wards in the province, optimizes ward structures, improves the ward environment, and equips safety facilities and equipment. By 2027, the equipment allocation rate of medical and health institutions below the county level will reach 100%, and the scale of investment in medical equipment will strive to increase by more than 30% compared with 2023.


Hunan Province: On April 12, Hunan Province issued the “Hunan Province Implementation Plan for Promoting Large-Scale Equipment Updates and Trade-in of Consumer Goods”, proposing to carry out iterative upgrades of equipment and information facilities of medical and health institutions, and encourage qualified medical and health institutions to speed up the updating and transformation of medical equipment such as medical imaging and radiotherapy.


Guangdong Province: On April 13, Guangdong Province issued relevant notices to promote the iterative upgrade of medical and health institution equipment and information facilities, and encourage the upgrading and transformation of qualified medical imaging, remote diagnosis and treatment, surgical robots and other medical equipment. Promote the renovation and upgrading of wards in medical institutions and optimize inpatient diagnosis and treatment services. Explore and promote new models such as “purchasing technical services” for medical equipment products.


Tianjin: On April 16, the Tianjin Municipal Government issued the “Tianjin Implementation Plan for Promoting Large-Scale Equipment Updates and Trade-in of Consumer Goods” to encourage qualified medical institutions to accelerate the upgrading and transformation of medical equipment such as medical imaging, radiotherapy, remote diagnosis and treatment, surgical robots, and information facilities such as servers, terminals, network equipment, and security equipment, and to promote iterative upgrades of equipment and information facilities of medical and health institutions.


Fujian Province: On April 17, the Fujian Provincial Government issued the “Fujian Province Implementation Plan for Promoting Large-Scale Equipment Updates and Trade-in of Consumer Goods”, which pointed out that it is necessary to strengthen the construction of high-quality and efficient medical and health service systems, coordinate prevention, treatment, rehabilitation, health promotion and other services, promote iterative upgrades of medical and health institutional equipment and information facilities, encourage qualified medical institutions to accelerate the upgrading and transformation of medical imaging, radiotherapy, remote diagnosis and treatment, surgical robots and other medical equipment, promote the application of artificial intelligence in the field of medical and health services, and continue to improve the performance and quality of high-end medical equipment products.


Hubei Province: On April 19, the “Hubei Province Implementation Plan for Promoting Large-Scale Equipment Updating and Trade-in of Consumer Goods” (referred to as the “Plan”) was released, encouraging qualified medical institutions to speed up the updating of medical equipment such as medical imaging, radiotherapy, telemedicine, and surgical robots, and implement the transformation and upgrading of wards of medical institutions. By 2027, 300 sets of CT, MRI, DR, color ultrasound, linear accelerator and other equipment will be updated every year, and 10,000 hospital beds will be renovated.


Beijing: On April 27, the Beijing Municipal Government issued the “Beijing Action Plan to Actively Promote Equipment Updates and Trade-In of Consumer Goods” to promote iterative upgrades of equipment and information facilities in medical and health institutions, and encourage qualified medical institutions to accelerate the upgrading and transformation of medical equipment such as medical imaging, radiotherapy, remote diagnosis and treatment, and surgical robots. Promote the renovation and upgrading of wards and make up for the shortcomings in ward environment and facilities.
