This centralized bulk purchase of ultrasonic scalpel heads is jointly participated by various medical institutions in 16 alliance regions including Guangdong, Shanxi, Inner Mongolia Autonomous Region, Fujian, Jiangxi, Henan, Hubei, Guangxi Zhuang Autonomous Region, Hainan, Guizhou, Gansu, Qinghai, Ningxia Hui Autonomous Region, Xinjiang Uygur Autonomous Region, Xinjiang Production and Construction Corps, and Huangshan City in Anhui Province. The procurement cycle is one year.
According to the “Medical Device Classification Catalog”, ultrasonic scalpel heads belong to 01 active surgical instruments, 01 ultrasonic surgical equipment and accessories, 03 ultrasonic surgical equipment accessories, and the management category is Category II or above (including Category II).
According to the previously released procurement documents, in terms of grouping, the ultrasonic scalpel medical consumables that meet the application qualifications are divided into three categories according to the product registration certificate. Among them, Category 1 products are included in the A purchase order. Among Category 2 and 3 products, the purchase volume accounts for the total purchase volume of all registration certificates of the same category in the alliance area. From high to low, the registration certificates within the cumulative range of 90% (including this number) are included in the A purchase order of the corresponding category; the remainder are included in the B purchase order of the corresponding category.
In terms of quotation, to reasonably declare the tiered price of the registration certificate, the quotation must be less than the highest effective declaration price (P0) of the corresponding category, otherwise it will be regarded as an invalid quotation.
Judging from the results of the proposed selection, 15 companies including Johnson & Johnson, Wuhan Half the Sky, Covidien, Olympus, Sanomicro, and Enochon won the bid. It is worth noting that in the competition unit for category 1 products of purchase order A, Johnson & Johnson, Covidien, and Olympus, the three companies that were not selected in the second round of bidding, are all multinational companies.
